BetaNYC proposes public model IDs for NYC AI oversight

The civic group proposes model tracking and protections for open weight publishers in preliminary testimony.

BetaNYC urged New York City lawmakers to create public IDs for AI model versions and protect people who publish model weights, in testimony published on October 5. The civic technology group labels the written material preliminary and still in draft.

Under its proposal, model IDs would link validation records, advertising disclosures and incident reports. Fine tuned versions would get separate IDs linked to their originals.

The group also asks for separate definitions of developers, deployers and publishers, plus protections for documented weight releases and good faith safety research.

These are BetaNYC’s recommendations. The Council hearing record lists proposed measures including independent validation, human shutdown capability and disclosure of safety incidents involving city contracts. It says minutes are draft and legislative actions are not yet available.

BetaNYC says it used Claude Code to help research and draft the material, with staff choosing and editing every word.
