Tokayev proposes a UN AI treaty path ahead of G20
Kazakhstan’s president proposes exploring an AI treaty under the UN and plans to present the country’s position at December’s G20 summit.

President Tokayev proposed on October 2 that a recent American AI accord could inform a UN treaty after expert review. The official council report says he requested concrete proposals and planned to present Kazakhstan’s position at December’s G20 summit in Miami.
An invitation to develop international rules
He described the accord as voluntary and concerned with safe and responsible AI development. Kazakhstan offered to host international discussion.
The report contains no adopted treaty, negotiation timetable or commitments from other governments.
The proposal builds on earlier remarks
His October 1 Digital Bridge address had already praised what he called the Superintelligence Accord. That speech also called for regulation calibrated to risk, with strong but proportionate safeguards where safety and people’s rights are involved. He advocated international research, investment and technical cooperation.
The council proposal adds a diplomatic route to his earlier endorsement.
What would make the proposal concrete
Published recommendations, draft obligations and responses from other governments would clarify the proposal. Developers have no new compliance requirements from this announcement.
